Tuhiyat, there are three phases of activities in the
tickets and fares integration. The three phases
are called the central clearing house system.
In the first phase, PT JakLingko has innovated
JakLingko card and application. Both have
been tested on a limited trials in August 2021 on
Commuter Train, MRT Jakarta, Transjakarta and
LRT Jakarta. “The launch of the JakLingko card
and application marks the completion of the
first phase,” said Tuhiyat.
In the second phase, JakLingko will complete
the Mobility as a Service (MAAS) project. The
target is set to finish in March 2022. While the
third phase, JakLingko is currently working on
Account Based Ticketing which is targeted
for completion in August 2022. “After all of
this is complete, the connectivity of ticketing
payments for transportation modes in Jakarta
can be easier because they are integrated with
each other,” said Tuhiyat.
Furthermore, for the second project: the
construction of the Dukuh Atas Multipurpose
Crossing Bridge (JPM) and the revitalization of
Sudirman Station. The JPM named “Serambi
Temu Dukuh Atas” is targeted to complete in
the same time with the planned operation of
the Jabodebek LRT in June 2022. Tuhiyat hopes
that JPM Serambi Temu Dukuh Atas will become
an icon of integration, a new urban identity and
an inclusive public space.
Previously, said Tuhiyat, PT MITJ had also
conducted a thorough study to develop the
integration concept. As a result, optimizing
integration in Jabodetabek requires at least
six integration dimensions, namely physical
integration, management integration, service
integration, ticketing integration, information
provision integration and brand integration.
Transit-Based City
In fact, Jakarta’s transportation infrastructure

has been good enough. However, the passenger
transport rate (ridership) is still considered low.
The Jakarta government has made changes
to its transportation development policy, from
Private Vehicle Oriented to be Transit Oriented
Development (TOD).
Previously, Jakarta government had given a
mandate to PT MRT Jakarta to develop the
concept of transit-oriented development
(transit-oriented area/TOD) and becomes
the main operator of TOD area management
at eight MRT stations, including Lebak Bulus
station, Blok M station, Senayan station, Istora
station, Bendungan Hilir station, Setiabudi
station, Dukuh Atas station, and Bundaran Hotel
Indonesia station.
Lebak Bulus station is the first station in the South-
North corridor which is expected to attract people
from the buffer area who have many activities in
Jakarta. Integration in the TOD concept combines
the function of transit in people, activities,
buildings, and public spaces. The goal is to
optimize access to public transportation so that
it can support passenger transport rate.

Sabandar said this concept provides a number
of benefits for the people. That includes reducing
vehicle use, road congestion and air pollution.
Another added value of TOD is an increase in
the economy by opening up access to job
opportunities. “What is certain is that there is an
increase in the number of transit passengers
with a choice of various transportation modes,”
he explained.
William is grateful for the services integration
and the TOD concept which gave a good impact
on passenger ridership by 237% in the period
of August-September 2021. In August 2021, MRT
Jakarta passengers reached 185,647 people.
Meanwhile, in September 2021, MRT passengers
reached 383,835 people.
