akarta provincial government has undoubtedly
committed in providing clean water service at
J affordable prices for its residents, not only for
those live on the mainland but also those living in the
Thousand Islands.
Throughout the year, residents in the Thousand
Islands often face difficulty in getting access to clean
water. Limited raw water is the culprit. As a result,
residents have to rely on the sea water supply for their
daily need of clean water. But the use of Sea Water
Reverse Osmosis (SWRO) technology, which is proven
to converts sea water into fresh water, requires high
costs. It gives impact on the price, which is quite high
for residents at the Thousand Islands.
To overcome the problem, Jakarta government issued
a policy of clean water subsidy through piped drinking
water services. The policy, issued in Gubernatorial
Regulation (pergub) No.57/2021, is the fourth
amendment to Gubernatorial Regulation No.11/2007
regarding the Automatic Price Changes. Through this
Pergub, they want to provide equal price of water for
every Jakarta resident.
Since it was issued in August 2021, the regulation
brought significant changes. The price of clean water
at Thousand Islands has been decreased drastically
for the 0-3 m water usage. For the household water

usage category, the price decreased from Rp32,000/

m to Rp3,550/m and for the social group category, the

price decreased from Rp25,000/m to Rp1,050/m . The

highest group service price for commercial activities

also decreased from Rp39,000/m to Rp12,550/m .
A Form of Equality
Jakarta Governor Anies Baswedan in his video revealed
that before the subsidy was proposed, people in the
Thousand Islands had to spend up to Rp32,000 to buy
one cubic meter of clean water. “With the subsidy, now
