Kampong Akuarium five years ago, I
A came to visit the former Laboratorium
voor Onderzoek der Zee (Dutch Oceanographic
Research Laboratory). In front of the emergency
mushola, situated in the only bulding left in the
area, I had a conversation with an old man. “It
was my home since the 1970s. There was also
a room that I leased out every month,” he said
while staring at the remains of his house and a
small boat where he used to live temporarily.
I asked him why he didn’t move into the flats
provided by the provincial government of
Jakarta. “It is too far from here, while I do my
living here around the Sunda Kelapa port,” he
also mentioned that he has to pay more for
getting an angkot and rent a flat.
While talking to him, I looked at a group of
women who did the laundries and showered
their children, using water from an underground
pipe that is 200 meter long, which came from
the Kampung Tongkol. “That was the work of our
friends from the NGOs, including the provision
of the pipes,” explained an urban researcher
when we met on different occasion.
The researcher was also the one who
accompanied the residents at the Community
Action Plan (CAP) process couple years later,
where they designed their dream housing. After
the planning of their dream plan, Governor
Anies Baswedan finally inaugurated the vertical

village of Akuarium a year after, on August 17

Surviving is an everyday struggle for people
who live in Kampong Akuarium. So do people
at Kampong Kunir and Bukit Duri, who were
also evicted from their place. They survive and
rise by designing their housing with the help of
NGOs and architects, then created cooperation
to manage the housing after it is built. It is a
realization of the fifth principle of Pancasila,
the social justice for all of people of Indonesia,
through an urban space planning. The harmony
of the kampong becomes the energy, just like
the names of many areas in Jakarta, including
Kampong Rambutan (represents the resources
of fruits) and Kampong Melayu (represents the
ethnic who dominated the capital city back in
the past).
There are not only 241 units of housings being
built inside the 10,575 sqm, five-blocks vertical
village of Kampong Akuarium, but also housing
units for people with disabilities, kiosks, and
galleries to show people of the heritages. It
is built to respect the liyan (the other) that is
marginal, to facilitate the UMKM owners, and
to respect the continuity of history in the past
and also in the present times. That is what I see
on the development of Kampong Akuarium, of
which the revitalization concept will also be
implemented in another 20 kampongs by the
Jakarta government soon. Ramdan Malik
